Міжнародні офіційні документи як джерело для вдосконалення внутрішнього забезпечення якості у вищих військових навчальних закладах

Анотація

Вступ . В умовах збройної агресії рф вищі військові навчальні заклади України продовжують розбудовувати власні системи внутрішнього забезпечення якості. Удосконалення таких систем неможливе без врахування найкращих практик і здобутків у цій сфері. Метою цього дослідження є розробка пропозицій, спрямованих на вдосконалення внутрішнього забезпечення якості у ВВНЗ України з урахуванням положень міжнародних документів.
Методи . Джерельну базу дослідження утворюють документи міжнародних організацій з питань забезпечення якості у сфері вищої освіти, міжнародні угоди України щодо співробітництва у сфері підготовки військових фахівців. Використано діалектичний, історичний, порівняльно-правовий методи для відстеження трансформації поглядів на вирішення проблеми внутрішнього забезпечення якості в закладах вищої освіти; системно-структурний, формальнологічний методи – для визначення положень, які доцільно врахувати у процесі вдосконалення внутрішнього забезпечення якості у ВВНЗ України; методи аналізу, узагальнення та синтезу – для розробки відповідних пропозицій.
Результати . Узагальнено та систематизовано міжнародні офіційні документи (угоди, протоколи, конвенції, рекомендації, стандарти, декларації, комюніке, послання, хартії), які представлено трьома категоріями: документи, які визначають національні політики щодо заохочення закладів вищої освіти впроваджувати системи внутрішнього забезпечення якості; документи, які надають методичну допомогу у формуванні систем внутрішнього забезпечення
якості; документи з питань співробітництва у сфері підготовки військових фахівців. Визначено положення, які доцільно врахувати у процесі вдосконалення внутрішнього забезпечення якості у ВВНЗ України. Розроблено пропозиції з імплементації цих положень у вітчизняних нормативно-правових актах.
Висновки . Результати цього дослідження розвивають ідеї інших дослідників про доцільність врахування ВВНЗ
України у процесі вдосконалення внутрішнього забезпечення якості стандартів та рекомендацій щодо забезпечення якості в Європейському просторі вищої освіти, а також стандартів якості НАТО.
